Are Identity Theives all we Have to Worry About?

I have heard that we need to protect ourselves from identity thieves but what about our own governments. In the UK they are contemplating actually taking peoples info and making a mass database!

To me that is just ludicrous! I know that the intention is not to steal identities but what if all of that information was to fall into the wrong hands? And now they are saying that it may not be that helpful to bust major criminals because they know how to use false info.
